Position Summary & Responsibilities:

Position Summary: Conducts foot, bicycle and vehicle patrols both in and near the Kansas Capitol Complex, Cedar Crest and other State properties, in Shawnee County, to ensure safety and security to the affected areas, employees and citizens. Performs the basic functions and duties of a police officer, which includes the enforcement of statutes and administrative rules and regulations of the State of Kansas, in an effort to improve the safety of its citizens and the public. While on patrol, issues citations and warnings, makes arrests, responds to calls for service, conducts vehicle inspections, investigates motor vehicle accidents, assists disabled motorists, provides emergency medical services, and reports road and weather conditions. Utilizes Agency computer programs and software; properly completes KIBRS, KDOT and Agency related forms when required, while ensuring the proper use of in-car radio and camera/audio recording systems. When assigned, provides security during special assignments/events and provides security to State agencies when requested and approved by a supervisor. Upholds the United States and Kansas Constitutions, Bill of Rights, Kansas Statutes Annotated, city ordinances, departmental rules and regulations and general principles of police work, at all times. Operates police rated/agency vehicles in a safe and efficient manner and within the guidelines established by the Kansas Highway Patrol. Multitasks during emergency/high stress situations. Provides traffic control and renders first aid and assistance to citizens and motorists when necessary. When requested, provides courtroom testimony and depositions, conducts money escorts for State agencies, and assists local agencies with hi-priority calls. Provides protection and safety to the Governor's family and residence (Cedar Crest), while monitoring security cameras assigned to that location.

Job Responsibilities may include but are not limited to the following: Establishes and maintains professional contact with government officials, legislators, dignitaries, state employees, visitors, and all other citizens, to uphold the image and reputation of the Kansas Highway Patrol. Utilizes good communication skills when making contact with members of the community, in order to maintain control of each and every situation. Builds and maintains good working relations with other law enforcement agencies.
Maintains annual law enforcement officer certification, as required by Kansas statute. Qualifies with duty weapons quarterly and develops skills and proficiency in the use of all Agency issued weapons and equipment. Attends all required troop training and utilizes such training to its fullest extent. Keeps up to date on all legal and policy changes. Maintains certification in first aid principles and is skilled in their application. Performs authorized maintenance on assigned vehicle and equipment. Reports all equipment needs to supervisor as those needs arise.
The greatest hazard is the real potential of life-threatening injuries from the people we contact, emergency vehicle operations, and the potential for becoming involved in situations requiring a response to resistance, to include the use of firearms. Personal risks, besides those mentioned, may include exposure to hazardous materials and disease; walking on a public roadway when it is not customary, or being struck by another vehicles when we, by necessity, expose ourselves/vehicle to protect other persons and/or property. Emotional stress comes with being a first responder to life or death situations/incidents.

Qualifications:

Education: High School Diploma or GED equivalent.

Licensing & Certification: Valid Kansas Driver’s License.

Necessary Special Requirements: Certification as a law enforcement officer by the Kansas Law Enforcement Training Commission must be obtained prior to the employee being placed on permanent status.
Must be a US citizen and at least 21 years of age. Must submit to an extensive background investigation. At time of appointment, candidate must take and pass a drug screening test approved by the Division of Personnel Services and be required to pass a physical exam administered by the hiring agency. This class requires the use of a firearm for law enforcement duties and therefore, candidates cannot have been convicted of, and must be free of any diversions from, a felony or misdemeanor domestic violence crime as set forth in 18 U.S.C.922 (d) (9) and (g) (9).

Minimum Requirements: Must be able to render credible testimony in a court of law. Must have skills and abilities to deal with people effectively on a daily basis in less than ideal situations, remain calm and in control during emergency situations, and problem solve.

Preferred Qualifications: One year of experience in the criminal justice field.

Post-Offer, Pre-employment Requirements: Must be able to speak clearly, listen and comprehend verbal and written instructions; run, walk, kneel, stand for extended periods of time, sit for extended periods of time, climb stairs, get in and out of a vehicle, bend, squat, reach, push, pull, drive a vehicle, grasp, key for typing and occasionally lift up to 75 lbs.
