Job Description and Duties

The Hospital Police Lieutenant will be directed by the Hospital Police Chief in Police Services at the Department of State Hospitals – Atascadero (ASH). The incumbent will be responsible for the following duties but not limited to:

• Plan, prioritize, assign, participate, review, supervise, and evaluate the performance, competency and attendance of all sergeants.
• Complete probationary and annual performance employee evaluations and reviews as required.
• Review the supervisory skills of subordinates to ensure compliance with all applicable laws, rules, regulations and policies.
• Investigate complaints against department staff and submit recommendations to effect disciplinary action.
• Establish reasonable employee standards and expectations. Ensure that all work is completed properly and in a timely fashion.
• Ensure that all policies and procedures related to safety and security are implemented and followed and that division operations are in full compliance with all applicable regulations, standards and procedures.
• Provide timely information, advice and recommendations to the Hospital Police Chief regarding serious incidents or policy issues affecting the security and safety of the hospital.
• Develop and maintain effective standards, training, expectations and directions for the members of the division and hold subordinates accountable for their actions.
• Prepare reports, surveys, studies, etc. related to the operation, funding, staffing and performance of Police Services at the Hospital.
• Provide effective leadership, direction and support for an effective system to insure a workplace free from discrimination and sexual harassment.
• Establish and maintain close liaison with other hospital managers, local law enforcement agencies and the public.

In order to be considered for this job vacancy, you must satisfy one of the following requirements:
1. BE LIST ELIGIBLE: Successfully complete the competitive State civil service exam pertaining to this classification at Hospital Police Lieutenant Exam Bulletin , OR
2. BE TRANSFER ELIGIBLE: Have current employment with the State of California in the same classification or in a classification that is comparable (employees who wish to be considered based on transfer eligibility must meet the minimum qualifications of the classification per DPA Rule 250), OR
3. BE REINSTATEMENT ELIGIBLE: Have obtained previous permanent employment with the State of California in the same classification or in a classification that is comparable.

MINIMUM QUALIFICATIONS:  Education: Equivalent to completion of the 12th grade. and Training Requirement: Satisfactory completion of the training requirements of Penal Code Section 832. Candidates may be admitted to the examination before completion of Penal Code Section 832, but must successfully complete this training before being eligible for appointment. AND

Either I: Experience:
Two years of experience in the California state service performing the duties of a Hospital Police Sergeant.

Or II: Experience: Four years of full-time, paid California peace officer experience, two years of which must have been in a supervisory capacity at a level comparable to the rank of Sergeant. Two years of college or university level education in criminal justice administration or a related field in law enforcement may be substituted for one year of the required experience. Education may be substituted up to a maximum of two years of experience.

Special Requirements

  • The position(s) require(s) a valid California Drivers License (CDL). You must answer the questions addressing your CDL on your application. Ensure you provide your CDL number, class, expiration date, and any endorsements and/or restrictions.

  • The position(s) require(s) a Background Investigation be cleared prior to being hired.

The Department of Justice requires a background investigation for anyone accessing or anyone who will view any information that is obtained from the California Law Enforcement Telecommunication Systems (CLETS).  Police Services' Investigators conduct background investigations on any Chief, Protective Services, and Security selected to fill a vacancy in the department of Police Services.

You MUST submit a copy of your high school diploma OR high school transcripts which include graduation date OR evidence of passing the California High School Proficiency test OR possession of a GED OR foreign high school diploma (must be translated and verified by an independent company) OR unofficial college transcripts showing completion of at least 12 units of college credits.

If you are using college education to meet the minimum qualifications , you  MUST include a copy of your unofficial college transcripts.

You MUST attach a copy of your current/valid California Driver's License.

You MUST include a copy of your PC 832 certificate of completion if you are not currently employed as a peace officer with the Department of State Hospitals - Atascadero.

Peace Officer Standards

Citizenship Requirement : Pursuant to Government Code Section 1031(a), in order to be a peace officer, a person must be either a U.S. Citizen or be a permanent resident alien who is eligible for and has applied for U.S. Citizenship. Any permanent resident alien who is employed as a peace officer shall be disqualified from holding that position if his/her application for citizenship is denied.

Felony Disqualification : Pursuant to Government Code Section 1029(a), persons convicted of a felony are disqualified from employment as peace officers except as provided under Welfare and Institutions Code, Division 2, Chapter 3, Article 8, Section 1179(b), or Division 2.5, Chapter 1, Article 4, Section 1772(b). Except as provided for by these statutes, persons convicted of a felony are not eligible to compete for, or be appointed to, positions in these classes.

Background Investigation : Pursuant to Government Code Section 1031, persons successful in peace officer examinations shall be required to undergo a thorough background investigation prior to appointment. Persons unsuccessful in the background investigation cannot be appointed as peace officers. 

Medical/Psychological Screening Requirement : Pursuant to Government Code Section 1031(f), persons successful in peace officer examinations are required to successfully pass a thorough medical and psychological screening prior to appointment date. Persons unsuccessful in the medical and psychological screening cannot be appointed as peace officers.

Drug Testing Requirement : Applicants for positions in these classes are required to pass a drug-screening test. (The drug-screening test will be waived for employees who are currently in a designated "sensitive" class for which drug testing is required under State Personnel Board Rule 213.)
