Job Description

Under the direction of the Staff Services Manager II, the Associate Governmental Program Analyst (Capital Cost Analyst) shall perform complex technical budget work, review monthly budget adjustments, and change orders, and provide analysis of monthly spending and accruals for the multi-billion-dollar high-speed train project. The Capital Cost Analyst prepares, tracks, and monitors progress of the monthly cost report, budget adjustments, funding allocations, and spend-to-date. The incumbent regularly meets with program managers and liaisons to discuss expenditure and accrual analysis and provides recommendations to improve monthly reconciliations.

Working Conditions

Part time telework, up to three days per week, is available based on the requirements of the position for California residents and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.


While working on site, the incumbent works in a professional office environment, in a climate-controlled cubicle which may fluctuate in temperature and is under artificial light. Incumbent will be required to use a computer, mouse, and video display terminal and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, multi-task, adapt to changes in priorities and complete tasks or projects with short notice. Employees may be required to travel outside of their workstation to perform general tasks.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Bachelor’s degree in business administration, accounting, finance, or related degree
  • 3 or more years of experience in the finance and accounting field
  • Computer proficiency and knowledge of various computer software applications/databases, the internet and Microsoft Suite; Word, PowerPoint, Outlook, and Excel expertise.
  • Experience with FI$Cal reporting.
  • Experience with database construction and pivot tables.
  • Strong communication skills and experience working and communicating with various levels of staff, management, other state agencies, contractors, external parties, and the public.
  • Knowledge of accounting principles and procedures.
  • Reconciliation experience.
  • Experience with project budgeting, financial analysis, preparation of financial reports and funding forecasts, and contracts.
